Our Story

Atlas Design Services (Atlas) was founded in January 2007 with an ownership change in 2015 when Jonathan Thompson became majority owner. In 2021 Mr. Tommy McClung joined Atlas as Vice President in charge of Technology and Business Development. Atlas has continued our growth with the addition of Ms. Jennifer Paisley, P.E. in 2022 as Vice President in charge of Land Development.  Atlas’ leadership team now provides more than 90 years of engineering and construction experience in the Austin and Central Texas region.

Our services are built on purpose driven design that is supported by traditional Civil Engineering principles. Atlas certifications and resources include Licensed Professional Civil Engineers in Texas, as well as ATSSA certified Traffic Control Design Specialists and LEED Accredited Professionals. Atlas Design Services is certified by the City of Austin as a Hispanic Owned Business, and by the State of Texas as a HUB firm with pending certifications in the city of Houston and Texas State Department of Transportation.

Our firm is an active member of the Texas Section of the American Water Works Association, the Texas Chapter of the American Public Works Association, American Water Works Association, Austin Civil Engineering Association (ACEA), the American Traffic Safety Services Association (ATSSA), and members of several Chambers in the central Texas Region.

President - Engineering Principal

Mr. Thompson has deep experience and expert proficiency in site design, temporary traffic control, drainage and water quality design, site permitting, construction inspection, and utility design for both private development and municipal projects.

Tommy McClung

Vice President - Technology and Project Management, Business Development Principal

Mr. McClung is considered an industry expert in the Meter to Cash operational model having served the city of Houston and consulted with dozens of clients on AMI and Smart Utility/City projects. His diverse professional background gives him unique insight into organization and technology transformation projects.

Jen Paisley

Jennifer Paisley P.E.

Vice President - Land Development Principal

Ms. Paisley has deep experience and proficiency in residential land development. Her experience in the Central Texas design and construction industry provides clients with expert public utility, road, drainage, and water quality infrastructure design while leading all aspects of project management.



ROW & Utility

Mr. Berrier provides our clients with construction and CAD services bringing diverse insights into his CAD work. He has been a vital resource for clients providing Civil 3D and AutoCAD drawings for Traffic Control detail and private land development site plan drawings.

Mr. Gomez is an experienced senior project manager with excellent client oversight and issue resolution talents. He is dedicated to meticulous leadership and purposeful planning..

Brian Hoang

Brian Hoang E.I.T.


Mr. Hoang brings unique design capabilities to our client’s work through a deep understanding of the City of Austin right of way development code. His capabilities include utility coordination, traffic data analysis, site and general permit plan review and field engineering.

Adrianna Morrow E.I.T.


Mrs. Morrow brings a unique blend of construction and engineering experience to problem solving and project management. She currently reviews development plans according to the Austin Code, coordinating with design and environmental engineers. Academically, her study specialty was Ecological Engineering where her course work focused on natural ways of mitigating erosion.

Sanaa Rahman

Sanaa Rahman E.I.T.


Mr. Rahman brings outstanding understanding of project valuation that includes public utility, pavement, landscaping, drainage, and water quality infrastructure. He is proficient in project management, utility design, drainage, storm water pollution prevention plans (SWPPP), generating construction documents, due diligence reports, environmental assessments, cost estimates, and contract documents.




Ms. Roy brings unique experience in Project Management with her public and corporate experiences. She understands what good looks like and possesses superb communication and leadership skills that span all levels of our client’s organizations. Her capabilities expertly serve projects by focusing on critical success factors.

Ruben Sepulveda



Mr. Sepulveda brings 20 plus years of experience in land survey and civil engineering while utilizing CAD design.

Doug Slauson P.E.

ROW & Utility

A highly diverse professional, Mr. Slauson is an experienced civil and environmental engineer in both the public and private sector providing hands-on planning, field engineering, and construction management services. He is highly skilled in design with deep experience in permitting, cost estimating, and program management.

Carol Stewart

Carol Stewart


Ms. Stewart has over 35 years of professional experience that includes 22+ years in public sector service in community and regional planning, land development regulation, and district energy planning and construction, and 13+ years as a private sector consultant managing land development and planning projects for both public and private sector clients.




Mr. Wilkes brings deep utility insights and experience in the theory, operation, maintenance, installation, and modification of mechanical and electrical systems in propulsion, power, and district energy plant systems while providing safe and reliable customer service. He provides expert oversight to client utility infrastructure programs.

Raymond ZHENG


Mr. Zheng is a recent UT Austin graduate, pursuing his EIT. He is currently an in-house traffic control reviewer for the City of Austin.
