Our Story

Atlas Design Services (Atlas) was founded in January 2007 with an ownership change in 2015 when Jonathan Thompson became majority owner. In 2021, Mr. Tommy McClung joined Atlas as Vice President in charge of Technology and Business Development. Atlas has continued our growth with the addition of Ms. Jennifer Paisley, P.E. in 2022 as Vice President in charge of Land Development. Atlas’ leadership team now provides more than 90 years of engineering and construction experience in the Austin and Central Texas region.

Our services are built on purpose driven design that is supported by traditional Civil Engineering principles. Atlas certifications and resources include Licensed Professional Civil Engineers in Texas, as well as ATSSA certified Traffic Control Design Specialists and LEED Accredited Professionals. Atlas Design Services is certified by the City of Austin as a Hispanic Owned Business, City of Houston as Minority Business Enterprise, and by the State of Texas as a HUB firm. 

Our firm is an active member of the Texas Section of the American Water Works Association, the Texas Chapter of the American Public Works Association, American Water Works Association, Austin Civil Engineering Association (ACEA), the American Traffic Safety Services Association (ATSSA), Texas Municipal League, and members of several Chambers in the central Texas Region.

Mr. Thompson has deep experience and expert proficiency in site design, temporary traffic control, drainage and water quality design, site permitting, construction inspection, and utility design for both private development and municipal projects.

Mr. McClung is considered an industry expert in the Meter to Cash operational model having served the city of Houston and consulted with dozens of clients on AMI and Smart Utility/City projects. His diverse professional background gives him unique insight into organization and technology transformation projects.

Ms. Paisley has deep experience and proficiency in residential land development. Her experience in the Central Texas design and construction industry provides clients with expert public utility, road, drainage, and water quality infrastructure design while leading all aspects of project management.

Mr. Hoang brings unique design capabilities to our client’s work through a deep understanding of the City of Austin right of way development code. His capabilities include utility coordination, traffic data analysis, site and general permit plan review and field engineering.

Mrs. Morrow brings a unique blend of construction and engineering experience to problem solving and project management. She currently reviews development plans according to the Austin Code, coordinating with design and environmental engineers. Academically, her study specialty was Ecological Engineering where her course work focused on natural ways of mitigating erosion.

Mr. Rahman brings outstanding understanding of project valuation that includes public utility, pavement, landscaping, drainage, and water quality infrastructure. He is proficient in project management, utility design, drainage, storm water pollution prevention plans (SWPPP), generating construction documents, due diligence reports, environmental assessments, cost estimates, and contract documents.
