Atlas was retained by The Hills Homeowners Association (HOA) to provide Quality Assurance Construction oversight for the 2011 overlay and seal coat program. In the summer of 2011, The Hills HomeOwners Association (HOA) executed the construction phase of a roadway overlay and sealcoat program for all of the streets within the HOA jurisdiction. 

The project consisted of approximately 500,000 square feet of 1 ½-inch hot mix asphalt (HMAC) overlay on The Hills Drive and Club Estates Parkway with the remaining streets receiving a two course sealcoat application using a coal tar product sold as “Tarconite”.
