Supplementing City staff as an in- house traffic control plan reviewer for the ROWMAN Division at ATD, Jonathan and Doug are responsible for review/approval of Temporary Traffic Control (TTC) plans in the Small Cell/5G network downtown, Google Fiber installation across the City as well as other telecommunication, water, wastewater, paving, sidewalk program construction, and other activities in the ROW throughout Austin.

At this time, Atlas maintains the only American Traffic Safety Services Association (ATSSA) certified Traffic Control Design Specialist in the State of Texas, which makes Atlas uniquely qualified to design and review TTC Plans for work zones in Austin.

Other duties include coordinating with City staff to review proposed zoning cases, subdivisions, and site plans for compliance with transportation requirements. This includes performing the preliminary screening of subdivision and site plan applications to identify major problems and streamline the review process, preparing reference documentation for public hearings on Zoning and Neighborhood Plan Amendments, and building comment libraries for the East Riverside Corridor, North Burnet/Gateway, and MLK TOD zoning districts (October 2021 – Present).

As part of this project, Atlas has also drafted updates to most existing City of Austin Standard Traffic Control Details, as well as designed new details to address many common TTC situations which did not previously have an applicable detail. With this experience Atlas has an understanding of COA Standard details beyond most other engineering firms.
